This presentation is an update to the public about the existing context and draft plans for the areas of Lexington recommended to be added to the Urban Service Area.

Existing Conditions Report

Research about the current status of the areas, including its uses, zoning, environmental features, infrastructure, and utilities. To aide future development recommendations that are in context with the surrounding areas.

Market Analysis

The analysis covers local demographics, housing needs and market conditions to aide in making future land use recommendations for the proposed expansion areas covered in the Master Plan.

Capital Improvements

This covers potential infrastructure costs and the analysis of said costs within the expansion areas.

Regulatory Framework

This document contains recommendations that support the implementation of the 2024 Urban Growth Master Plan (UGMP).

Make this a signal intersection in place of the proposed signal intersection on Man O War.

Please do NOT add any more signal intersections on Man O War, especially near an already existing signal intersection at Man O War and Parkers Mill. Doing so arrests the traffic flow, as seen by the rapid increase in signal intersections on Man O War in the last 20 years. One of the biggest complaints about Lexington/Fayette is traffic, especially in the Southwestern quadrant of the county.

If another needs adding, please add the signal intersection on Parkers Mill. If a new development is meant for that area, please put the traffic burden on Parkers Mill.

We object vehemently to any infringement into our beautiful Heritage Place entrance and green space arboretum. It’s unique beauty is a primary factor in most residents choosing this as a retirement community. It affords private walking and sitting areas that make it a truly unique and safe environment. If these changes are made this puts all the above in jeopardy! Please do not disturb.

NO to Roswell Dr. extension. This will result in inappropriately high traffic volume and people already disregard the posted speed limit on Roswell. If baseball/softball traffic is able to take Roswell to Cardinal Run/Parkers Mill, the neighborhood will become more dangerous for children playing, people walking their pets, bicyclists, and elderly people in the neighborhood that walk daily. Roswell Drive should not be extended. Baseball/Softball traffic should take Parker's Mill.

Would like to see a more fine-grained approach to pedestrian and bike connectivity, with separated trails along drainage greenways and bike/ped crossings over drainage ways to connect both sides of development and shorten walking and biking distances. Design for kids, especially on routes leading to schools.

I don't know why we would locate a sports complex and stadium so remote from the community it serves with very little opportunity to be served by transit. This will add more traffic to interstate highways and arterials. Major civic destinations should be located where they can be accessed via public transportation (in addition to private transportation).

I suggest minimizing the amount of commercial frontage on Athens Boonsboro. This will most likely be in the form of Taco Bells and McDonalds. Is this what we want here? Also, consider the impacts on the roadway design for Athens Boonsboro. I am not in favor of development that necessitates additional traffic lanes
and turn lanes at intersections. Where feasible, use round-abouts on arterials to increase safety at intersections.

First, in general, I do not support major expansion west of I-75 as it will put more traffic and congestion on already oversized arterials that cross 1-75 (in this case, Winchester Rd and Man-O-War). But, addressing the plan shown here, while I generally support mixed-use development, and appreciate the attention to urban design and placemaking, the scale of the mixed-use (town) center shown here seems comparable to a regional shopping destination such as Hamburg and Fayette Mall. With Hamburg only a short distance away, is more regional-serving commercial really needed? In addition to the added congestion on Winchester and Man-O-War, this will put local traffic on interstate highways that should prioritize inter-state transportation. If there is going to be development here (which again, I oppose) I'd suggest that the commercial uses be scaled back to service the new housing. Design it as a walkable/bikeable community with enough retail and civic amenities to support the needs of the neighborhood.

I'm sure you've seen plenty of other comments on here disagreeing with this, and I can't help but agree. Though there's plenty of issues I have with this plan, there's one in particular that I'd like to broach now - the environment. I study environmental science here in this city, so it is of a high priority when I see plans like this. As spacious as the green are you are building over is, it's guaranteed to provide shelter for wildlife of all varieties. In particular, I myself have noticed a population of red-tailed hawks in this area. I worry that this project would do a lot to harm said wildlife, even with these green spaces.

There's also worries to be had with the stability of the surrounding land, especially with the history of sinkholes we seem to have in this area. That's not my area of expertise, but it's still a concern I'd be remiss not to mention. If this is to happen, there are a few questions I'd rather have answered beforehand. How thoroughly has the stability of the local land been analyzed? What are your plans for wildlife - will you be relocating them, or will you be pushing them into those green areas?

The walkability is nice, but I would love to know more about the plans on the environmental side of this. I look forward to answers.

Please continue to explore and consider ways to reduce traffic along Hume Road. Would it be possible to close one end altogether but leave emergency access?

Add a vegetative buffer along west side of this road to provide visual and noise protection for east edge of existing properties. This could mean keeping existing tree line.

This plan will turn Roswell into a racetrack because it will quickly become a shortcut for the travelers who are headed south on Parkers Mill to the Beaumont Center because it will allow them to bypass the lights at both Parkers Mill/Man-o-War and Man-o-War/Beaumont Center Lane. There's no other reason to connect Roswell to this new development other than to create a short cut that will endanger the many children and walkers that use this area.

Roswell is a neighborhood street where people walk/run and kids play. Connecting to the new development would dramatically increase the traffic and threaten safety of the residents. What is the necessity to extend the new develop through this street? The same question for Pine Needles.

What is the rational for a commercial development in a residential corner where there is vast empty agriculture lands to the north and west? Wouldn't that create a lot of unnecessary traffic? Given the existing commercial district on the Man-O-War/Harrodsburg corner and a new developing one there, who does this commercial development serve? Is there any plan to develop the lands to the north and the west?

PLEASE DON'T DO THIS!!!!
I live in West Gardenside and love this area! I can be in the city with stores, restaurants, businesses, etc. in just a very few minutes but I can also be in the country with just a zig and a sag from my residence! I can drive into the peaceful country on Parkers Mill and avoid all the traffic and congestion I would have if I go east. This is what makes Lexington different and great! Please don't develop this farm!!
